Leonardo, Enav and UkSATSE sign an agreement to restore Ukraine's air traffic management system

At the Ukrainian Recovery Conference, Leonardo, Enav SpA, and the Ukrainian State Air Traffic Services Enterprise (UkSATSE) have signed a Memorandum of Cooperation to launch a collaborative effort aimed at restoring and enhancing Ukraine's civil air navigation infrastructure under the framework of the Ukraine Air Traffic Management (ATM) Restoration and Recovery Plan (UARRP).

The agreement is a step toward re-establishing Ukraine's ATM capabilities, which the ongoing conflict has severely impacted. Through this partnership, Leonardo will act as a supporter and provider of technological and infrastructure components of the recovery plan. At the same time, Enav, Italy's national Air Navigation Service Provider, will contribute with its operational knowledge and consultancy services. On its end, UkSATSE, Ukraine's Air Navigation Service Provider, will lead the implementation as the end user and beneficiary of the restored systems.

In the framework of the cooperation, two Donation Agreements have been signed between Leonardo, Enav, and UkSATSE, covering the transfer of five en-route primary radar systems and associated equipment. These systems are expected to play a meaningful role in restoring Ukraine's basic surveillance capacity and enabling a phased reopening of its airspace for civil operations.
